Hyderabad Institute for Technology and Management Sciences (Amendment) Act, 2026

Pakistan’s National Assembly has introduced the Hyderabad Institute for Technology and Management Sciences (Amendment) Act, 2026 to amend the Hyderabad Institute for Technology and Management Sciences Act, 2021 and introduce changes relating to female representation and administrative authority within the institute.

The amendment seeks to ensure greater representation of women in the relevant institutional bodies and replace the reference to the “Government” with the Auditor-General of Pakistan in a specified provision of the Act.

What Changed Under the New Law?

Hyderabad Institute for Technology and Management Sciences Act, 2021 Amended

The amendment makes changes to the Hyderabad Institute for Technology and Management Sciences Act, 2021.

The Act is formally titled the Hyderabad Institute for Technology and Management Sciences (Amendment) Act, 2026 and comes into force immediately.

Female Representation Increased

The amendment introduces provisions to ensure female representation within the relevant institutional bodies.

Under the amended provisions:

• One-third female representation shall be ensured, subject to availability
• Two members among the professors covered under the relevant provision shall be female
• The changes are intended to strengthen women's representation in institutional decision-making bodies

One-Third Female Representation Introduced

A proviso has been added to the relevant clause of Section 21 of the Act.

The new provision states that one-third female representation shall be ensured subject to availability.

This change is part of a broader federal directive aimed at ensuring 33% women’s representation in Federal Boards, Statutory Bodies, Public Sector Organizations and allied committees.

Female Professors’ Representation Specified

The amendment also adds the words “out of which two shall be female” after the word “professors” in the relevant provision.

This specifically provides for female representation among the professors included under the provision.

Administrative Authority Updated

Section 29 of the Hyderabad Institute for Technology and Management Sciences Act, 2021 has also been amended.

Under subsection (6), the word “Government” has been replaced with the expression “Auditor-General of Pakistan.”

The change updates the authority mentioned in the relevant provision of the Act.

Why Was the Law Introduced?

According to the Statement of Objects and Reasons, the Cabinet Division communicated the Prime Minister’s directive to ensure 33% women’s representation in all Federal Boards, Statutory Bodies, Public Sector Organizations and allied committees under the Federal Government.

The directive also called for replacing the term “Federal Government” with the “appropriate authority” in relevant laws and rules of departments under the ministries and divisions.

The Ministry of Federal Education and Professional Training subsequently started the process of making necessary amendments to existing laws and charters of federal universities and higher education institutions under its jurisdiction.
